Torrential downpour produces flash flooding in parts of Rhode Island, shutting down interstate highway

Drivers were stuck in traffic on Interstate 95 Monday for more than two hours, and 600 Rhode Island households reported power outages. An unoccupied building collapsed and Brown University students were forced to evacuate their dorm.
